Strategic Pilot Lab

A secure innovation testbed for the UK’s most safety-critical sectors

What is it?

The Strategic Pilot Lab (SPL) is a high-specification, secure environment where safety-critical sectors:

Nuclear, Defence and Healthcare are able to test and validate innovations before live deployment. From digital twins and human-machine interface prototypes to AI-powered risk models and operational redesigns.

SPL provides a safe, regulator-ready testbed to reduce failure, accelerate implementation, and build executive confidence.

Why now?

Sectors like nuclear decommissioning, submarine defence, and NHS critical care are under pressure to modernise safely.

Yet innovation often stalls due to fear of incident, lengthy regulator sign-off, and the cost of failure.

SPL exists to de-risk change, shorten time-to-decision, and embed confidence in transformation, all before anything reaches the real world.

Who’s involved?

Led by TEGacademy in West Cumbria, and co-developed with digital twin experts V360, behavioural modelling specialists Immersive Edge, and local innovation hub BEC, SPL brings together industry, regulators, and learning experts.

How does it work?

Clients move through a structured four-phase process:

Problem-Framing War Room: Align objectives and success measures
Immersive Prototyping: Build XR simulations and digital twins
Risk-Model Validation Loop: Capture regulator-grade evidence using AI
Executive Playback: Deliver board-ready recommendations and reports

Each sector has its own secure innovation bay within a purpose-built facility at Westlakes Science Park, fitted with motion capture, VR/AR headsets, secure networks, and a powerful analytics dashboard.
